Responsible for the successful overall coordination, administration and direction of all Human Resources activities in the areas of employment and recruitment, labor and Team Member relations, wage and salary administration, compensation programs, benefits administration, equal employment opportunity and Team Member services, in alignment with the Mission and Objectives of the Company and all applicable Federal and State laws governing employment.




·        Interacts effectively with the public and Team Members. Perform excellent customer service at all time.

·        Participates with the General Manager and executive management in the company strategic planning process to develop personnel-related organizational plans and programs to assist in the achievement of business plans.

·        Responsible for the development, implementation and administration of personnel policies and procedures, ensuring compliance with Federal and State laws.

·        Directs the communication of personnel and Team Member relation policies to Team Members at all levels through Team Member communications, personnel practices and procedures manuals, Team Member handbooks, compensation practices, Team Member benefit communications, and Team Member recognition programs.

·         Directs and coordinates programs for Team Member recruitment, interviewing, testing, selection, processing, transfers, development and promotions to assure proper and effective staffing of all positions in the company.  Assists in the planning for management and other personnel needs to assure availability of human resources to meet company growth objectives.

·        Develops and directs the administration of wage and salary administration and compensation programs.  Administers classification program; rewrites job descriptions as necessary; conducts salary surveys; analyzes compensation; monitors performance evaluation program and revises as necessary.

·         Directs the benefit administration programs.  Studies developments in the Team Member benefit field and recommends additions or changes to the company programs where needed.

·         Reviews and approves, as appropriate, all recommendations and suggestions to hire, transfer, suspend, layoff, recall, promote, discharge, evaluate, assign, reward or discipline team members. 

·         Develops, implements and directs proper procedures for team member counseling and terminations, representing the Company interests in labor relations activities.

·         Administers and interprets labor agreements; administers grievance procedures; provides labor relations support during contract negotiations; acts as a liaison between managers and union representatives; and, provides advice and counsel to managers and supervisors regarding the labor agreement.

·         Creates, develops and implements an effective strategy of organization within the Human Resources Department, setting realistic objectives for future growth and expansion.

·         Sets priorities for department managers, providing guidance and assistance as needed.

·         Oversees administration and management of all personnel record-keeping systems, including Team Member files and HRMS system.

·         Formulates, administers and enforces Human Resources departmental policies and performance standards. Sets priorities for the Human Resources management staff, providing guidance and assistance as needed.

·         Regularly reviews and evaluates job performance of all Human Resources Team Members.

·         Maintains appropriate staffing levels in the Human Resources Department, by interviewing, selecting, training, scheduling, evaluating, promoting, and taking corrective action with Human Resources Team Members.

·         Mentors and assists with the career development of Human Resources Team Members.

·        Ensures a maximum level of service and satisfaction throughout the property in the area of Human Resources is achieved and maintained.

·        Facilitates the flow of information, by organizing and presiding over regularly scheduled departmental meetings with all Human Resources Team Members.

·        Ensures property-wide compliance with applicable Federal and State laws, which govern employment.

·         Confers with General Manager, to review property wide and departmental Team Member concerns, discussing needed changes and potential solutions

·        Cooperates with all other members of senior management to determine Team Member Development needs and to assist in administering appropriate plans to achieve objectives.

·         Develops and administers the HR budget.

·         Participates in special projects as requested by the General Manager.

·         Serves as a member of the Executive Operations Committee, attending weekly status meetings.

·         Ensures to the highest degree the accuracy and thoroughness of departmental records and reports.

·         Maintains a consistent, regular attendance record.

·         Ushers as needed by management for events.

·         Performs any reasonable request made by management.

·                                 SUPERVISORY RESPONSIBILITIES:      

·         Directly supervises the Human Resource Department management group; indirectly supervises the activities of all Team Members in the Human Resources Department, as well as property-wide adherence to established policies, procedures, controls and laws regarding employment.


·        Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training Team Members; planning, assigning, and directing work; appraising performance; rewarding and disciplining Team Members; addressing complaints and resolving problems.

A bachelor’s degree in Human Resources Management or related field with specialized training and six or more years experience in the human resources field; or an equivalent combination of education and experience that enables performance in all aspects of the position.  PHR or SPHR certification preferred.



Minimum of six years experience in Human Resources, with progressive supervisory/managerial responsibilities required.  Excellent communication, organizational and analytical skills required.



Ability to read, analyze, and interpret the most complex of documents, such as technical journals, financial reports and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, and public groups.



Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals, and work with mathematical concepts such as probability and statistical inference.



Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

The noise level in the work environment is usually moderate.  When on the casino floor, the noise level increases to loud. When on the casino floor, the Team Member will be exposed to a smoke-filled environment.
